Abstract Open access (OA) refers to the unrestricted online availability of scholarly research, enabling users worldwide to read, share, and utilize information freely. This review evaluates the progress and challenges of OA initiatives in libraries globally, with a particular focus on India, using data available up to 2024. The evolution of OA began with the internet’s expansion in the 1990s and gained major momentum with the 2002 Budapest Open Access Initiative.
